Victoria's new building legislation

The Victorian Government has introduced the Building Legislation Amendment Bill 2025 with four major reforms, including:

• New building watchdog: The Building and Plumbing Commission will serve as a single regulator with enhanced powers to address defects, halt sales of non-compliant buildings, and suspend builder registrations. Builders can be ordered to fix defects for up to 10 years.
   

• Developer bonds: For buildings four stories and above, developers must pay a 2% construction cost bond, held for two years to fund defect repairs if needed.
   

• First-resort insurance: Domestic Building Insurance for buildings three stories and below will allow direct claims for defects, lost deposits, and incomplete work, starting 2026.
   

• Better documentation: New requirements include comprehensive building manuals for apartments and additional inspections before waterproofing and plastering.
  
   

Implementation is planned between late 2025 / 26 with ongoing consultation.
